During the state of emergency, the Ministry of Labor, Employment, Veterans' and Social Affairs, in cooperation with the Ministry of the Interior, will control and issue movement permits during the curfew.

Citizens who need a permit to move during the curfew should apply to the local self- government and submit the necessary documents confirming the reason for issuing the permit
The local self-governmental unit is obliged, upon verification, to submit the requests for movement permits to the Ministry of Labor, Employment, Veterans' and Social Affairs, which, after verification, will submit them to the Ministry of the Interior for the purpose of issuing movement permits
Local self-governmental units are obliged to formally file the reasoned requests for processing and state if there is a court ruling.
In this manner, the local self-governmental units, in cooperation with other local self-governmental bodies and civic associations registered in their territories, will obtain and submit to the Ministry of Labor, Employment, Veterans' and Social Affairs the data on the persons to whom home assistance services are provided (social welfare service, as well as the assistance contracted directly between two persons) and social care services – personal assistants.
In the case of receiving such requests, local self-governmental units, in cooperation with centers for social work from the same territory, are obliged to process the data on the parent who, pursuant to the final court ruling, takes the child over from and return the child to one parent and who needs the permit to move during curfew in order to take the child over or return the child within the time limit set by the court ruling.
Mayors or municipal presidents are responsible for justifying the need for a movement permit for a parent who takes the child over and/ or returns the child during curfew, as well as for the accuracy of the information provided.
