An Educational Package for Capacity Building of Youth and for Youth Civil Society Organizations and Youth Offices for Social Inclusion of Youth from Vulnerable Groups has been published, which was prepared as a result of the cooperation of the OSCE Mission to Serbia and the Ministry of Youth and Sports with the Belgrade Center for Human Rights, the Umbrella Organization of Youth of Serbia (KOMS), the National Association of Youth Work Practitioners (NAPOR) and the National Office for Youth, on social inclusion of young people from vulnerable groups, through projects and multi-year consultation process.

The educational package was prepared because of the need to pool knowledge and  contribute to capacity building of youth organizations and youth offices to include young people from vulnerable groups. It builds on lessons learned and insights gained through a broader consultation process and numerous initiatives implemented by the institutions and organizations involved, with the aim of offering practical steps towards a more inclusive youth policy and promoting common values of the major stakeholders of youth policy in Serbia.

The educational package consists of three parts: the first chapter deals with the existing general legal and regulatory framework of the Republic of Serbia in relation to anti-discrimination; the second chapter provides a closer look at the standards in this context that exist within the scope of youth policy, focusing on the practices of the three pillars of youth policy; the third chapter offers practical approaches and examples of good practice for involving young people from vulnerable groups.

The publication is intended for all those who want to better understand the principles of inclusion and their operationalization in practice, and above all for civil society organizations and youth offices.
