In an effort to improve the quality of local regulations, the level of knowledge and skills of the employees in local self-governmental units, and to contribute to the harmonization of practice in drafting local documents, the Standing Conference of Towns and Municipalities (SCTM) has produced a "Manual for Drafting Local Self-Government Regulations".

The manual contains a set of theoretical and practical information, explanations, interpretations, recommendations, tips and guidelines that can be helpful in the process of performing normative activities, or in drafting regulations and other legal documents that are within the competence of local self-governmental units. This manual does not download the in texto contents of the "Uniform Methodological Rules for Drafting Regulations" or "Methodologies for Drafting By-Laws", but rather elaborates the regulations based on them with the adjusted rules for the local self-governmental level.

The manual is intended for the employees of local self-governments, persons in managerial positions and holders of public functions at the local level, but, above all, for the employees of local self-governments who work on the preparation and drafting of regulations and other legal documents issued by the bodies of local self-governmental units.

The drafting of the publication was carried out by the SCTM as part of the project "Institutional Support for the SCTM – Phase Three", supported by the Government of Switzerland.
