Jan\u00eb dokarduar se nuk \u00ebsht\u00eb n\u00eb nivel diciplina punuese, nd\u00ebrsa shum\u00eb duhet ndryshuar p\u00ebr t\u00eb mir\u00eb p\u00ebrshkak t\u00eb ofrimit efikas t\u00eb sh\u00ebrbimeve t\u00eb qytetar\u00ebve, p\u00ebrshkak t\u00eb cil\u00ebs ka hy n\u00eb fuqi edhe rregulla m\u00eb e re dhe modern mbi t\u00eb drejtat dhe detyrimet e t\u00eb pun\u00ebsuarve.
