DISPOZITAT E P\u00cbRGJITHSHME<\/strong><\/p>\n<p>\n\tMe Ligjin mbi Buxhetin e Republik\u00ebs s\u00eb Serbis\u00eb p\u00ebr vitin 2021 (\u201cGazeta Zyrtare e RS-\u00ebs\u201d, num\u00ebr 149\/2020) \u2013 n\u00eb nenin 8, paragrafi 2, pjesa e 3 \u2013 Qeveria; Kapitulli 3.12 \u2013 Sh\u00ebrbimi i Trupit Koordinues i Qeveris\u00eb s\u00eb Republik\u00ebs s\u00eb Serbis\u00eb p\u00ebr komunat Preshev\u00eb, Bujanoc dhe Medvegj\u00eb; Programi 1501 \u2013 Zhvillimi i komunave Preshev\u00eb, Bujanoc dhe Medvegj\u00eb; Funksioni 110 \u2013 Organet egzekutive dhe ligj\u00ebv\u00ebn\u00ebse, pun\u00ebt financiare dhe fiskale dhe pun\u00ebt e jashtm\u00eb; Aktiviteti programor 0001 \u2013 Zhvillimi infrastructural dhe ekonomik, Klasifikimi ekonomik 454 \u2013 Subvensionet p\u00ebr kompanit\u00eb private, jan\u00eb dedikuar mjete n\u00eb vler\u00eb t\u00eb p\u00ebrgjithshme prej 40.000.000,00 dinar\u00ebve.<\/p>\n<p>\n\tVlera e dedikuar ndahet p\u00ebr subjektet ekonomike n\u00eb komun\u00ebn e Preshev\u00ebs n\u00eb vler\u00eb prej 15.400.000,00 dinar\u00eb, n\u00eb komun\u00ebn e Bujanocit n\u00eb vler\u00eb prej 16.600.000,00 dinar\u00eb dhe n\u00eb komun\u00ebn e Medvegj\u00ebs n\u00eb vler\u00eb prej 8.000.000,00 dinar\u00eb.<\/p>\n<p>\n\tPo n\u00ebse nuk ka projekte t\u00eb mjaftueshme p\u00ebr financim n\u00eb nj\u00eb komun\u00eb, fondet do t\u00eb transferohen dhe p\u00ebrdoren p\u00ebr zbatimin e projekteve n\u00eb dy komunat e tjera, sipas radhitjes n\u00eb p\u00ebrputhje me pikat e arritura n\u00eb rang list\u00eb.<\/p>\n<p>\n\tPo n\u00ebse asnj\u00eb projekt nga nj\u00eb komun\u00eb nuk i plot\u00ebson kushtet p\u00ebr marrjen e subvensioneve, konkursi do t\u00eb p\u00ebrs\u00ebritet n\u00eb at\u00eb komun\u00eb.<\/p>\n<p>\n\tMjetet jan\u00eb t\u00eb parapara p\u00ebr k\u00ebto masa:<\/p>\n<ol>\n<li>\n<p>\n\t\t\tp\u00ebr Mas\u00ebn I, p\u00ebrkat\u00ebsisht p\u00ebr bashk\u00ebfinancimin e projekteve t\u00eb sip\u00ebrmarr\u00ebsve t\u00eb cil\u00ebt kan\u00eb p\u00ebr tendenc\u00eb rritjen dhe pun\u00ebsimet e reja.<\/p>\n<\/li>\n<li>\n<p>\n\t\t\tp\u00ebr Mas\u00ebn II, gjegj\u00ebsisht projektet e shoq\u00ebrive t\u00eb vogla ekonimike n\u00eb p\u00ebrputhje me Rregulloren mbi Rregullat p\u00ebr Ndarjen e Ndihm\u00ebs Shtet\u00ebrore (\u201eGazeta Zyrtare e RS-\u00ebs, nr. 13\/10, 100\/11, 91\/12, 37\/13, 97\/13, 119\/14 dhe 23\/21 \u2013 rregullores tjet\u00ebr), dhe n\u00eb p\u00ebrputhje me Ligjin mbi Kontabilitet (\u201eGazeta Zyrtare e RS-\u00ebs\u201c num\u00ebr 73\/19) klasifikohen n\u00eb kompani mikro dhe t\u00eb vogla (n\u00eb tekstin e m\u00ebtejm\u00eb: kompani mikro dhe t\u00eb vogla), t\u00eb cilat kan\u00eb tendenc\u00eb p\u00ebr rritje dhe pun\u00ebsime t\u00eb reja.<\/p>\n<\/li>\n<\/ol>\n<p>\n\tMe programin e masave mbi ndarjen dhe shfryt\u00ebzimin e mjeteve p\u00ebr subvension p\u00ebr subjektet ekonomike n\u00eb pron\u00ebsi private p\u00ebr vitin 2021, n\u00eb komunat Preshev\u00eb, Bujanoc dhe Medvegj\u00eb (n\u00eb tekstin e m\u00ebtejsh\u00ebm: Programi) p\u00ebrcaktohen q\u00ebllimet, masat, m\u00ebnyra e realizimit dhe monitorimi i realizimit t\u00eb Programit.<\/p>\n<p>\n\tProgramin e realizon Sh\u00ebrbimi i Trupit Koordinues i Qeveris\u00eb s\u00eb Republik\u00ebs s\u00eb Serbis\u00eb p\u00ebr komunat Preshev\u00eb, Bujanoc dhe Medvegj\u00eb (n\u00eb tekstin e m\u00ebtejsh\u00ebm: Sh\u00ebrbimi i Trupit Koordinues), n\u00eb bashk\u00ebpunim me vetqeverisjet lokalet dhe zyrat p\u00ebr zhvillim ekonomik lokal n\u00eb Preshev\u00eb, Bujanoc dhe Medvegj\u00eb.<\/p>\n<p>\n\t\u00a0<\/p>\n<p>\n\t<strong>II. Q\u00cbLLIMET<\/strong><\/p>\n<p>\n\tQ\u00ebllim i p\u00ebrgjithsh\u00ebm i Programit \u00ebsht\u00eb mb\u00ebshtetja n\u00eb zhvillimin e potencialeve ekonomike n\u00eb komunat Preshev\u00eb, Bujanoc dhe Medvegj\u00eb dhe rritja e prodhimit t\u00eb subjekteve ekonomike mikro dhe t\u00eb vogla dhe sip\u00ebrmarr\u00ebsve.<\/p>\n<p>\n\tQ\u00ebllimet specifike q\u00eb duhet t\u00eb arrihen p\u00ebrmes zbatimit t\u00eb masave jan\u00eb:<\/p>\n<p>\n\t1) mb\u00ebshtetje p\u00ebr p\u00ebrmir\u00ebsimin e prodhimit dhe konkurrenc\u00ebs s\u00eb kompanive mikro dhe t\u00eb vogla, sip\u00ebrmarr\u00ebsve me q\u00ebllim rritjen e rritjes ekonomike dhe pun\u00ebsimit;<\/p>\n<p>\n\t2) mb\u00ebshtetje p\u00ebr zhvillimin e kompanive mikro dhe t\u00eb vogla dhe sip\u00ebrmarr\u00ebsve n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb p\u00ebrdorin n\u00eb m\u00ebnyr\u00eb t\u00eb q\u00ebndrueshme potencialet natyrore dhe t\u00eb krijuara p\u00ebr zhvillimin e bujq\u00ebsis\u00eb dhe prodhimit t\u00eb ushqimit;<\/p>\n<p>\n\t3) fuqizimi i nd\u00ebrmarrjeve mikro dhe t\u00eb vogla dhe sip\u00ebrmarr\u00ebsve p\u00ebr lidhje m\u00eb efikase n\u00eb tregun lokal, rajonal, komb\u00ebtar dhe nd\u00ebrkomb\u00ebtar;<\/p>\n<p>\n\t4) rritja e rritjes s\u00eb kompanive mikro dhe t\u00eb vogla, p\u00ebrmir\u00ebsimi i konkurrenc\u00ebs n\u00eb tregjet e vendit dhe t\u00eb huaja dhe p\u00ebrmir\u00ebsimi i prodhimit t\u00eb destinuar p\u00ebr eksport ose z\u00ebvend\u00ebsim t\u00eb importit.<\/p>\n<p>\n\t\u00a0<\/p>\n<p>\n\t<strong>III. INDIKATOR\u00cbT P\u00cbR MONITORIMIN E REALIZIMIT (ARRITJES) S\u00cb Q\u00cbLLIMEVE<\/strong><\/p>\n<p>\n\tZbatimi i programit do t\u00eb monitorohet p\u00ebrmes treguesve p\u00ebr arritjen e q\u00ebllimeve t\u00eb listuara n\u00eb Kapitullin II:<\/p>\n<p>\n\t1) Ulja e papun\u00ebsis\u00eb totale n\u00eb komuna (burimi i verifikimit: Enti Republikan i \u00a0Statistikave \u2013 Sondazhi i Fuqis\u00eb Pun\u00ebtore) \u2013 do t\u00eb vler\u00ebsohet n\u00eb lidhje me situat\u00ebn ekzistuese; Analiza e uljes s\u00eb papun\u00ebsis\u00eb duhet t\u00eb p\u00ebrfshij\u00eb gjithashtu luhatjet e popullat\u00ebs n\u00eb lidhje me migrimin e jasht\u00ebm dhe t\u00eb brendsh\u00ebm, dhe sipas t\u00eb dh\u00ebnave zyrtare t\u00eb publikuara nga Enti Republikan i \u00a0Statistikave,<\/p>\n<p>\n\t2) Rritja e pun\u00ebsimit t\u00eb p\u00ebrgjithsh\u00ebm n\u00ebp\u00ebr komunat (burimi i verifikimit: Enti Republikan i \u00a0Statistikave) \u2013 do t\u00eb vler\u00ebsohet n\u00eb lidhje me situat\u00ebn ekzistuese; burimi: Sondazhi i Fuqis\u00eb Pun\u00ebotore dhe gjendja e pun\u00ebsimit sipas sektor\u00ebve),<\/p>\n<p>\n\t3) Krijimi i t\u00eb pakt\u00ebn 30 vendeve t\u00eb reja t\u00eb pun\u00ebs me t\u00eb gjith\u00eb p\u00ebrfituesit e fondeve t\u00eb subvencionuara (burimi i verifikimit: Fondi p\u00ebr Sigurim Pensionale dhe Invalidor)<\/p>\n<p>\n\t4) Rritja e investimeve t\u00eb realizuara n\u00eb asete fikse nga komunat do t\u00eb vler\u00ebsohet n\u00eb lidhje me situat\u00ebn ekzistuese vet\u00ebm n\u00eb fushat n\u00eb t\u00eb cilat jan\u00eb alokuar fondet (burimi i verifikimit: Enti Republikan i \u00a0Statistikave)<\/p>\n<p>\n\t\u00a0<\/p>\n<p>\n\t<strong>IV. Masat<\/strong><\/p>\n<p>\n\tProgrami p\u00ebrb\u00ebhet nga masat e m\u00ebposhtme:<\/p>\n<ol>\n<li>\n<p>\n\t\t\tMasa I p\u00ebr bashk\u00ebfinancimin e projekteve t\u00eb sip\u00ebrmarr\u00ebsve t\u00eb cil\u00ebt kan\u00eb p\u00ebr tendenc\u00eb rritjen dhe pun\u00ebsimet e reja.<\/p>\n<\/li>\n<li>\n<p>\n\t\t\tMasa II p\u00ebr bashk\u00ebfinancimin e projeteve t\u00eb kompanive mikro dhe t\u00eb vogla, t\u00eb cilat kan\u00eb tendenc\u00eb p\u00ebr rritje dhe pun\u00ebsime t\u00eb reja.<\/p>\n<\/li>\n<\/ol>\n<p>\n\tQ\u00ebllimi i programit \u00ebsht\u00eb financimi i pajisjeve\/makinave p\u00ebr shfryt\u00ebzuesit nga pika 1.2 e Programit.<\/p>\n<p>\n\t\u00a0<\/p>\n<p>\n\t<strong>1.1. Q\u00ebllimi i masave<\/strong><\/p>\n<p>\n\tQ\u00ebllimi i Mas\u00ebs I dhe Mas\u00ebs II \u00ebsht\u00eb t\u00eb mb\u00ebshtes\u00eb investimet p\u00ebr hapjen e kapaciteteve t\u00eb reja prodhuese, zgjerimin e atyre ekzistuese, p\u00ebrmir\u00ebsimin e prodhimit, sh\u00ebrbimet e prodhimit dhe konkurrenc\u00ebn e kompanive mikro dhe t\u00eb vogla, sip\u00ebrmarr\u00ebsve me q\u00ebllim t\u00eb rritjes ekonomike dhe rritjes s\u00eb pun\u00ebsimit; rritjen e kapacitetit t\u00eb prodhimit, zhvillimin e produkteve t\u00eb reja dhe rritjen e prodhimit t\u00eb m\u00eb shum\u00eb vler\u00ebs s\u00eb shtuar neto; forcimi i kompanive mikro dhe t\u00eb vogla, sip\u00ebrmarr\u00ebsve p\u00ebr lidhje m\u00eb efikase n\u00eb tregun lokal, rajonal, komb\u00ebtar dhe nd\u00ebrkomb\u00ebtar; rritjen e kapacitetit t\u00eb prodhimit, p\u00ebr eksport ose z\u00ebvend\u00ebsim t\u00eb importit, p\u00ebrmir\u00ebsimin e efikasitetit t\u00eb energjis\u00eb n\u00eb prodhim, gjegj\u00ebsisht uljen e konsumit t\u00eb energjis\u00eb p\u00ebr nj\u00ebsi t\u00eb produktit.<\/p>\n<p>\n\t\u00a0<\/p>\n<p>\n\t<strong>1.2. Shfryt\u00ebzuesit e mjeteve t\u00eb pakthyeshme<\/strong><\/p>\n<p>\n\tT\u00eb drejt\u00eb p\u00ebr shfryt\u00ebzimin e mjeteve t\u00eb pakthyeshme kan\u00eb subjektet ekonomike, t\u00eb regjistruara n\u00eb Agjensionin p\u00ebr Regjistra Ekonomik, edhe at\u00eb:<\/p>\n<p>\n\t1) subjektet juridike t\u00eb kategorizuara si nd\u00ebrmarrje mikro dhe t\u00eb vogla;<\/p>\n<p>\n\t2) sip\u00ebrmarr\u00ebsit;<\/p>\n<p>\tt\u00eb cil\u00ebt jan\u00eb t\u00eb regjistruara n\u00eb fush\u00ebn e prodhimit dhe t\u00eb sh\u00ebrbimeve n\u00eb sektor\u00ebt A \u2013 bujq\u00ebsi, V \u2013 miniera, C \u2013 industri prodhuese, D \u2013 furnizim me energji elektrike, gaz, avull dhe klimatizim, E \u2013 furnizimin me uj\u00eb, menaxhim t\u00eb uj\u00ebrave t\u00eb zeza, kontrollin e procesit heqjen e mbeturinave dhe si aktivitetet e ngjajshme dhe F \u2013 nd\u00ebrtimtari (sipas klasifikimit t\u00eb veprimtarive n\u00eb p\u00ebrputhje me Rregulloren mbi Klasifikimin e Veprimtarive (&quot;Gazeta Zyrtare e RS-\u00ebs\u201d, nr 54\/10)) dhe n\u00eb faqen e internetit t\u00eb Institutit Republikan p\u00ebr Statistika (www.stat.gov.rs) dhe t\u00eb cilat kan\u00eb seli n\u00eb territoret e komunave Preshev\u00eb, Bujanoc dhe Medvegj\u00eb. P\u00ebrjashtimisht, mjetet mund t\u00eb ndahen edhe n\u00eb sektorin G \u2013 kur p\u00ebrve\u00e7 treg\u00ebtis\u00eb n\u00eb t\u00eb madhe dhe t\u00eb vog\u00ebl, sip\u00ebrmarrjet n\u00eb afarizmin e tyre kan\u00eb edhe veprimtarin\u00eb prodhuese, dhe me k\u00ebt\u00eb rast \u00ebsht\u00eb e nevojshme t\u00eb d\u00ebr\u00ebzohen fotografit\u00eb e repartit t\u00eb prodhimit, makinave egzistuese apo mekanizmit si dhe kartelave t\u00eb mjeteve themelore p\u00ebr ato, 3 fatura p\u00ebr mallin e dor\u00ebzuar apo punimet nga periudha e m\u00ebparshme.<\/p>\n<p>\n\tN\u00eb sektorin G mjetet nuk mund t\u00eb p\u00ebrdoren drejtp\u00ebrdrejt\u00eb p\u00ebr treg\u00ebtin\u00eb komerciale, si\u00e7 \u00ebsht\u00eb prokurimi i pajisjeve t\u00eb mjeteve t\u00eb transportit p\u00ebr objektet komerciale dhe t\u00eb tilla.<\/p>\n<p>\n\t<br \/>\n\t<strong>1.3. Dedikimi i mjeteve t\u00eb pakthyeshme<\/strong><\/p>\n<p>\n\tMjetet e pakthyeshme jan\u00eb t\u00eb dedikuara p\u00ebr subjektet ekonomike kryesisht p\u00ebr blerjen e pajisjeve\/makinave p\u00ebr aktivitetet projektuese n\u00eb fush\u00ebn e prodhimit dhe sh\u00ebrbimeve prodhuese t\u00eb theksuara n\u00eb pik\u00ebn 1.2 t\u00eb Programit.<\/p>\n<p>\n\tParashtruesit e k\u00ebrkesave t\u00eb propozim projekteve (n\u00eb tekstin e m\u00ebtejsh\u00ebm: aplikimeve) mund t\u00eb arrijn\u00eb t\u00eb drejt\u00eb p\u00ebr bashk\u00ebfinancim t\u00eb aktiviteteve projektuese.<\/p>\n<p>\n\tMasa I<\/p>\n<p>\n\tMjetet e dedikuara p\u00ebr Mas\u00ebn I arrijn\u00eb vler\u00ebn prej 15.000.000,00 dinar\u00ebve, nd\u00ebrsa do t`i shp\u00ebrndahen komunave n\u00eb p\u00ebrpjes\u00ebtim me p\u00ebrqindjen e shp\u00ebrndarjes s\u00eb fondeve totale p\u00ebr k\u00ebt\u00eb q\u00ebllim n\u00eb k\u00ebto komuna.<\/p>\n<p>\n\tMjetet eventuale t\u00eb pashpenzuara nga Masa I do t\u00eb shp\u00ebrndahen n\u00eb Mas\u00ebn II.<\/p>\n<p>\n\tMjetet e dedikuara p\u00ebr Mas\u00ebn II arrijn\u00eb vler\u00ebn e 25.000.000,00 dinar\u00ebve, nd\u00ebrsa do t`i ndahen komunave n\u00eb p\u00ebrpjestim me p\u00ebrqindjen e ndarjes s\u00eb mjeteve t\u00eb p\u00ebrgjithshme p\u00ebr k\u00ebt\u00eb q\u00ebllim n\u00eb k\u00ebto komuna.<\/p>\n<p>\n\tMjetet e t\u00eb dyja masave ndahen:<\/p>\n<p>\n\ta) p\u00ebr blerjen e pajisjeve me q\u00ebllim t\u00eb rritjes s\u00eb kapacitetit t\u00eb prodhimit ekzistues, rritjes s\u00eb produktivitetit dhe cil\u00ebsis\u00eb ose sigurimit t\u00eb nj\u00eb faze m\u00eb t\u00eb lart\u00eb t\u00eb p\u00ebrpunimit t\u00eb produktit q\u00eb kontribuon n\u00eb uljen e konsumit t\u00eb energjis\u00eb p\u00ebr nj\u00ebsi t\u00eb produktit;<\/p>\n<p>\n\tb) p\u00ebr blerjen e pajisjeve p\u00ebr nevojat e prodhimit t\u00eb nj\u00eb produkti t\u00eb ri, rritjen e mund\u00ebsive t\u00eb eksportit, p\u00ebrkat\u00ebsisht z\u00ebvend\u00ebsimin e importit ose zgjerimin e tregut t\u00eb shitjeve ose p\u00ebrmir\u00ebsimin e pozicionimit t\u00eb tregut, i cili kontribuon n\u00eb uljen e konsumit t\u00eb energjis\u00eb p\u00ebr nj\u00ebsi t\u00eb produktit;<\/p>\n<p>\n\tc) p\u00ebr prokurimin e pajisjeve p\u00ebr realizimin e sh\u00ebrbimeve t\u00eb regjistruara n\u00eb sektor\u00ebt A deri n\u00eb F dhe G t\u00eb Klasifikimit t\u00eb Veprimtarive (prezantimi n\u00eb internet i Enti Republikan p\u00ebr Statistika, www.stat.gov.rs) i cili kontribuon n\u00eb uljen e konsumit t\u00eb energjis\u00eb p\u00ebr nj\u00ebsi t\u00eb produktit.<\/p>\n<p>\n\t\u00e7) p\u00ebr blerjen e pajisjeve me q\u00ebllim t\u00eb p\u00ebrmir\u00ebsimit t\u00eb cil\u00ebsis\u00eb dhe kapacitetit t\u00eb fermave t\u00eb qum\u00ebshtit dhe fermave t\u00eb prodhimit t\u00eb mishit dhe q\u00eb kontribuon n\u00eb uljen e konsumit t\u00eb energjis\u00eb p\u00ebr nj\u00ebsi t\u00eb produktit;<\/p>\n<p>\n\td) p\u00ebr blerjen e plantacioneve shum\u00ebvje\u00e7are p\u00ebr zgjerimin e zonave n\u00ebn prodhimin e t\u00eb korrave;<\/p>\n<p>\n\tdh) p\u00ebr blerjen e pajisjeve dhe makinerive bujq\u00ebsore p\u00ebr rritjen e prodhimit dhe p\u00ebrmir\u00ebsimin e cil\u00ebsis\u00eb s\u00eb frutave, perimeve dhe prodhimeve t\u00eb tjera bimore, me nj\u00eb shkall\u00eb t\u00eb lart\u00eb t\u00eb efikasitetit t\u00eb energjis\u00eb, kur \u00ebsht\u00eb e justifikuar ekonomikisht.<\/p>\n<p>\n\tMjetet e pakthyeshme nuk jan\u00eb t\u00eb dedikuara p\u00ebr:<\/p>\n<p style=\"margin-left:.75in;\">\n\t1) aktivitetet dhe projektet p\u00ebr t\u00eb cilat tashm\u00eb \u00ebsht\u00eb aprovuar nj\u00eb form\u00eb e ndihm\u00ebs shtet\u00ebrore;<\/p>\n<p style=\"margin-left:.75in;\">\n\t2) mjetet e p\u00ebrhershme qarkulluese;<\/p>\n<p style=\"margin-left:.75in;\">\n\t3) projektet e amviserive bujq\u00ebsore individuale t\u00eb regjistruara;<\/p>\n<p style=\"margin-left:.75in;\">\n\t4) projekte q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me partit\u00eb politike;<\/p>\n<p style=\"margin-left:.75in;\">\n\t5) projekte q\u00eb kan\u00eb lidhje me:<\/p>\n<p style=\"margin-left:.75in;\">\n\ta. industrin\u00eb e duhanit;<\/p>\n<p style=\"margin-left:.75in;\">\n\tb. prodhimin e pijeve alkoolike t\u00eb distiluara;<\/p>\n<p style=\"margin-left:.75in;\">\n\tc. basteve dhe loj\u00ebrave t\u00eb fatit;<\/p>\n<p style=\"margin-left:.75in;\">\n\td. armatim dhe municion;<\/p>\n<ol>\n<li value=\"6\">\n<p>\n\t\t\tkryerjen e sh\u00ebrbimeve t\u00eb regjistruara n\u00eb sektor\u00ebt G \u2013 t\u00eb treg\u00ebtis\u00eb me shumic\u00eb dhe pakic\u00eb, riparimin e automjeteve motorike dhe moto\u00e7ikletave; N\u00eb kushtet m\u00eb t\u00eb v\u00ebshtira \u00ebsht\u00eb nj\u00eb subjekt biznesi i cili \u00ebsht\u00eb i paaft\u00eb p\u00ebr t\u00eb paguar (insolvent) ose ndaj t\u00eb cilit \u00ebsht\u00eb hapur procedura e falimentimit.<\/p>\n<p>\n\tb) kushtet specifike<\/p>\n<p>\n\tNj\u00eb subjekt ekonomik nga territori i nj\u00eb komune mund t\u00eb paraqes\u00eb maksimum nj\u00eb paraqitje\u00a0 p\u00ebr financimin e propozim projektit.<\/p>\n<p>\n\tMe rastin e dor\u00ebzimit t\u00eb paraqitjes, selia qendrore e subjektit ekonomik duhet t\u00eb jet\u00eb n\u00eb territorin e komun\u00ebs s\u00eb Preshev\u00ebs, Bujanocit ose Medvegj\u00ebs s\u00eb paku nga viti 2019.<\/p>\n<p>\n\tSubjektet afariste q\u00eb kan\u00eb marr\u00eb fonde n\u00eb konkursin e shpallur n\u00eb baz\u00eb t\u00eb Programit t\u00eb masave p\u00ebr ndarjen dhe p\u00ebrdorimin e fondeve p\u00ebr subvencione p\u00ebr kompanit\u00eb private n\u00eb vitin 2018. 2019 dhe 2020 n\u00eb komunat Preshev\u00eb, Bujanoc dhe Medvegj\u00eb, nuk kan\u00eb t\u00eb drejt\u00eb t\u00eb aplikojn\u00eb p\u00ebr k\u00ebt\u00eb konkurs. P\u00ebrndryshe, paraqitja e tyre do t\u00eb refuzohet si t\u00eb palejauara.<\/p>\n<p>\n\tSubjektet e ekonomike q\u00eb kan\u00eb marr\u00eb mjete t\u00eb pakthyeshme p\u00ebr subvencionet n\u00eb konkursin e Sh\u00ebrbimit t\u00eb Trupit Koordinues t\u00eb vitit 2012, 2013, 2014, 2015 dhe 2016, kan\u00eb t\u00eb drejt\u00eb t\u00eb aplikojn\u00eb p\u00ebr konkursin e v.2021.<\/p>\n<p>\n\tMe rastin p\u00ebrzgjedhjes s\u00eb paraqitjeve , n\u00eb rast se kan\u00eb t\u00eb njejtin num\u00ebr t\u00eb poenave, p\u00ebrparsi do t`i jepet subjekteve ekonomike q\u00eb nuk kan\u00eb marr\u00eb mjete t\u00eb pakthyeshme p\u00ebr subvensione n\u00eb konkursin e Sh\u00ebrbimit t\u00eb Trupit Koordinues.<\/p>\n<p>\n\tAplikacionet e subjekteve ekonimike kund\u00ebr t\u00eb cilit udh\u00ebhiqet procedur\u00eb gjyq\u00ebsore\u00a0 p\u00ebr mosp\u00ebrmbushjem t\u00eb detyrimeve sipas Kontrat\u00ebs me Sh\u00ebrbimin e Trupit Koordinues Trupi t\u00eb Qeveris\u00eb s\u00eb Republik\u00ebs s\u00eb Serbis\u00eb p\u00ebr komunat Preshev\u00eb, Bujanoc dhe Medvegj\u00eb, mbi ndarjen e subvencioneve n\u00eb baz\u00eb t\u00eb konkurseve t\u00eb m\u00ebparshme, do t\u00eb refuzohen si t\u00eb palejuara.<\/p>\n<p>\n\t\u00a0<\/p>\n<p>\n\t<strong>1.5.\u00a0 Kuadri financiar<\/strong><\/p>\n<p>\n\tSh\u00ebrbimi i Trupit Koordinues do t\u00eb bashk\u00ebfinancoj\u00eb deri n\u00eb 70% (neto) t\u00eb kostove (p\u00ebrjashtuar taks\u00ebn e vler\u00ebs s\u00eb shtuar) t\u00eb prokurimit p\u00ebr mas\u00ebn I dhe mas\u00ebn II nga pika 1.3, p\u00ebr nd\u00ebrmarrjet mikro dhe t\u00eb vogla dhe sip\u00ebrmarr\u00ebsit.<\/p>\n<p>\n\tKostot nuk p\u00ebrfshijn\u00eb taks\u00ebn e vler\u00ebs s\u00eb shtuar, pagesa e s\u00eb cil\u00ebs \u00ebsht\u00eb p\u00ebrgjegj\u00ebsia e vet aplikuesit.<\/p>\n<p>\n\tGrantet jepen n\u00eb p\u00ebrputhje me q\u00ebllimin e fondeve t\u00eb p\u00ebrmendura n\u00eb pik\u00ebn 1.3, si vijon:<\/p>\n<p>\n\ta) Sip\u00ebrmarr\u00ebsit aplikojn\u00eb p\u00ebr alokimin e fondeve sipas kritereve t\u00eb m\u00ebposhtme:<\/p>\n<p>\n\t1. Sip\u00ebrmarr\u00ebsit q\u00eb nuk kan\u00eb detyrimin t\u00eb mbajn\u00eb libra biznesi (paushall\u00ebt) mund t\u00eb aplikojn\u00eb p\u00ebr fonde n\u00eb shum\u00ebn maksimale deri n\u00eb 2.000.000,00 dinar\u00eb. E r\u00ebnd\u00ebsishme p\u00ebr ndarjen \u00ebsht\u00eb mesatarja e t\u00eb ardhurave neto t\u00eb realizuara n\u00eb periudh\u00ebn e dy viteve t\u00eb kaluara, n\u00eb shum\u00ebn e dyfisht\u00eb t\u00eb fondeve t\u00eb k\u00ebrkuara.<\/p>\n<p>\n\t2. Sip\u00ebrmarr\u00ebsit q\u00eb mbajn\u00eb librat e biznesit n\u00ebn sistemin e kontabilitetit me dy hyrje mund t\u00eb aplikojn\u00eb deri n\u00eb shum\u00ebn maksimale 3.000.000,00 dinar\u00eb n\u00eb t\u00eb nj\u00ebjtat kushte si sip\u00ebrmarr\u00ebsit me tatim paushall, me kusht q\u00eb p\u00ebrve\u00e7 dyfishit t\u00eb shum\u00ebs s\u00eb t\u00eb ardhurave ata mund t\u00eb ken\u00eb dyfishin e vler\u00ebs s\u00eb pasurive t\u00eb pashkruara gjegj\u00ebsisht t\u00eb mjeteve t\u00eb p\u00ebrhershme.<\/p>\n<p>\n\tb) nd\u00ebrmarrjet mikro dhe t\u00eb vogla dhe sip\u00ebrmarr\u00ebsit nga fusha e industris\u00eb s\u00eb p\u00ebrpunimit, industris\u00eb s\u00eb nd\u00ebrtimit, industris\u00eb s\u00eb riciklimit, t\u00eb cilat jan\u00eb kryesisht t\u00eb angazhuara n\u00eb prodhim, aplikojn\u00eb p\u00ebr ndihm\u00eb financiare n\u00eb shum\u00ebn maksimale:<\/p>\n<p>\n\t1) n\u00eb vler\u00ebn deri n\u00eb 3.000.000,00 dinar\u00eb, pa taks\u00eb mbi vler\u00ebn e shtuar, p\u00ebr projektet p\u00ebr blerjen e pajisjeve me q\u00ebllim t\u00eb rritjes s\u00eb kapacitetit t\u00eb prodhimit ekzistues, rritjes s\u00eb produktivitetit dhe cil\u00ebsis\u00eb ose sigurimin e nj\u00eb faze m\u00eb t\u00eb lart\u00eb t\u00eb p\u00ebrpunimit t\u00eb produktit;<\/p>\n<p>\n\t2) n\u00eb vler\u00eb deri n\u00eb 3.000.000,00 dinar\u00eb, pa p\u00ebrfshir\u00eb taks\u00ebn e vler\u00ebs s\u00eb shtuar, p\u00ebr projektet p\u00ebr blerjen e pajisjeve p\u00ebr prodhimin e produkteve t\u00eb reja, produkte me vler\u00eb t\u00eb shtuar bruto m\u00eb t\u00eb lart\u00eb, rritje t\u00eb mund\u00ebsive t\u00eb eksportit, gjegj\u00ebsisht z\u00ebvend\u00ebsimin e eksportit ose zgjerimin e tregut t\u00eb shitjeve ose p\u00ebrmir\u00ebsimin e pozicionimit t\u00eb tregut , prokurimi i pajisjeve p\u00ebr prodhimin e paketimit t\u00eb produkteve t\u00eb reja ose paketimit t\u00eb produkteve t\u00eb reja, prokurimi i pajisjeve p\u00ebr zbatimin e sh\u00ebrbimeve t\u00eb regjistruara n\u00eb sektor\u00ebt A deri F (G) t\u00eb Klasifikimit t\u00eb Veprimtarive.<\/p>\n<p>\n\tSubjektet afariste jan\u00eb t\u00eb detyruara t\u00eb financojn\u00eb shum\u00ebn e mbetur t\u00eb fondeve nga burimet e tyre, nga fondet q\u00eb nuk vijn\u00eb nga buxheti i Republik\u00ebs s\u00eb Serbis\u00eb, nga buxheti i vet\u00ebqeverisjes lokale ose organizatave donatore. Fondet individuale p\u00ebr projekte t\u00eb bashk\u00ebfinancimit duhet t\u00eb sigurohen n\u00eb t\u00eb holla. Shlyerja e detyrimeve nga fondet e veta p\u00ebr blerjen e pajisjeve me cesion ose kompensim nuk \u00ebsht\u00eb e lejuar. Shuma e ndihm\u00ebs s\u00eb pakthyeshme t\u00eb aprovuar nuk mund t\u00eb jet\u00eb m\u00eb e vog\u00ebl se 300.000,00 dinar\u00eb, pa tatimin e vler\u00ebs s\u00eb shtuar.<\/p>\n<p>\n\tFondet do t\u00eb p\u00ebrdoren n\u00eb m\u00ebnyr\u00eb q\u00eb Sh\u00ebrbimi i Trupit Koordinues t\u00eb b\u00ebj\u00eb pagesa direkte me profatur\u00eb tek furnizuesi ose furnitori, i zgjedhur nga shfryt\u00ebzuesi i fondeve.<\/p>\n<p>\n\tFondet p\u00ebr realizimin e mas\u00ebs nuk mund t\u00eb p\u00ebrdoren p\u00ebr: detyrimet e prapambetura n\u00eb baz\u00eb t\u00eb takasve dhe tatimeve, kredive dhe k\u00ebsteve p\u00ebr shlyerjen e kredis\u00eb; kostot e garancioneve, polisat e sigurimit, intereset, kostot e operacioneve bankare, trajnimet, \u00e7ertifikimi i produkteve, diferencat e kursit t\u00eb k\u00ebmbimit; kostot doganore dhe administrative, kreditimi i pal\u00ebve t\u00eb treta, sh\u00ebrbimet e k\u00ebshillimit, kostot e hartimit t\u00eb propozimeve t\u00eb projektit dhe mbledhja e dokumenteve p\u00ebr t\u00eb aplikuar p\u00ebr konkurs, kostot e transportimit t\u00eb pajisjeve, kostot e ekspertiz\u00ebs, trajnimin e punonj\u00ebsve dhe sh\u00ebrbimeve t\u00eb tjera t\u00eb lidhura me projektin.<\/p>\n<p>\n\tInvestimet fillestare dhe vendet e reja t\u00eb krijuara t\u00eb pun\u00ebs n\u00eb lidhje me k\u00ebto investime duhet t\u00eb jet\u00ebsohen n\u00eb t\u00eb nj\u00ebjt\u00ebn zon\u00eb, p\u00ebrkat\u00ebsisht rajon, p\u00ebr t\u00eb pakt\u00ebn tre vjet pas p\u00ebrfundimit t\u00eb projektit.<\/p>\n<p>\n\t\u00a0<\/p>\n<p>\n\t<strong>1.6 M\u00ebnyra dhe dinamika e transferit t\u00eb mjeteve t\u00eb miratuara<\/strong><\/p>\n<p>\n\tFondet e grantit t\u00eb aprovuar do t\u00eb paguhen n\u00eb llogarin\u00eb e furnizuesit, p\u00ebrkat\u00ebsisht furnitorit t\u00eb zgjedhur nga p\u00ebrfituesi.<\/p>\n<p>\n\tP\u00ebrdoruesi i fondeve dhe furnitori gjegj\u00ebsisht furnizuesi jan\u00eb t\u00eb detyruar t\u00eb japin nj\u00eb kambial t\u00eb vetme boshe n\u00eb dobi t\u00eb Sh\u00ebrbimit t\u00eb Trupit Koordinues p\u00ebr shum\u00ebn e fondeve t\u00eb marra, me autorizimin e kambialit.<\/p>\n<p>\n\tTek pajisjet e importuara, furnitori i huaj \u00ebsht\u00eb i obliguar q\u00eb t\u00eb siguroj garancionin bankar n\u00eb dobi t\u00eb Sh\u00ebrbimit t\u00eb Trupit Koordinues.<\/p>\n<p>\n\t\u00a0<\/p>\n<p>\n\t<strong>1.7. Kriteret dhe p\u200brocedura e p\u00ebrzgjedhjes s\u00eb paraqitjeve p\u00ebr financim<\/strong><\/p>\n<p>\n\tShikimin, kontrollimin e rregull\u00ebsis\u00eb formale, vler\u00ebsimin e aplikacioneve e realizon Komisioni.<\/p>\n<p>\n\tVler\u00ebsimi i aplikacioneve q\u00eb plot\u00ebsojn\u00eb k\u00ebrkesat formale t\u00eb renditura n\u00eb pik\u00ebn 1.7, Komisioni kryen sipas kritereve vijuese: l\u00ebvizja e t\u00eb ardhurave nga shitja e produkteve \/ sh\u00ebrbimeve t\u00eb prodhimit, pun\u00ebsimi, tregjet e shitjeve t\u00eb produkteve, investimet, ndikimi i aktiviteteve p\u00ebr t\u00eb rritur konkurrenc\u00ebn, kontributi i prokurimit n\u00eb efikasitetin e energjis\u00eb, treguesit financiar\u00eb t\u00eb biznesit , mund\u00ebsit\u00eb e bashk\u00ebfinancimit, rritja e pun\u00ebsimit dhe se a ka qen\u00eb subjekti ekonomik tashm\u00eb p\u00ebrfitues i fondeve p\u00ebr subvencione t\u00eb Sh\u00ebrbimit t\u00eb Trupit Koordinues.<\/p>\n<p>\n\tKriteret e p\u00ebrcaktuara p\u00ebr sh\u00ebnimin e aplikacioneve jan\u00eb t\u00eb rregulluara n\u00eb detaje n\u00eb formularin &quot;Kriteret p\u00ebr vler\u00ebsimin e aplikacioneve&quot;.<\/p>\n<p>\n\tT\u00eb gjitha aplikimet q\u00eb plot\u00ebsojn\u00eb kushtet formale dhe t\u00eb tjera, dhe sipas kritereve t\u00eb p\u00ebrcaktuara n\u00eb formular, Komisioni do t\u00eb notoj\u00eb me pik\u00eb, rangoj dhe sjell\u00eb vendim mbi p\u00ebrzgjedhjejen e tyre.<\/p>\n<p>\n\tFondet do t\u00eb aprovohen n\u00eb baz\u00eb t\u00eb rang list\u00ebs, e cila p\u00ebrcaktohet n\u00eb baz\u00eb t\u00eb numrit t\u00eb caktuar t\u00eb pik\u00ebve, derisa fondet e alokuara p\u00ebr k\u00ebt\u00eb q\u00ebllim t\u00eb jen\u00eb harxhuar.<\/p>\n<p>\n\tNumri maksimal i pik\u00ebve q\u00eb nj\u00eb aplikim q\u00eb mund t\u00eb arrihet sipas kritereve t\u00eb p\u00ebrcaktuara \u00ebsht\u00eb 105.<\/p>\n<p>\n\t\u00a0<\/p>\n<p>\n\tKriteret e eliminimit p\u00ebr vler\u00ebsimin e aplikacioneve:<\/p>\n<p>\n\t\u2013 q\u00eb subjekti ekonomik nuk i plot\u00ebson kushtet themelore t\u00eb p\u00ebrcaktuara n\u00eb pik\u00ebn. 1.2. dhe 1.4. t\u00eb Programit;<\/p>\n<p>\n\t\u2013 q\u00eb aktiviteti i propozuar nuk \u00ebsht\u00eb n\u00eb p\u00ebrputhje me aktivitetet q\u00eb jan\u00eb objekt i Programit.<\/p>\n<p>\n\tSubjekti ekonomik i cili \u00ebsht\u00eb i pak\u00ebnaqur me Vendimin p\u00ebr p\u00ebrzgjedhjen e k\u00ebrkesave ka t\u00eb drejt\u00eb ankese brenda 15 dit\u00ebve nga dita e dor\u00ebzimit t\u00eb Vendimit.<\/p>\n<p>\n\t\u00a0<\/p>\n<p>\n\t<strong>1.11. N\u00ebnshkrimi i kontrat\u00ebs<\/strong><\/p>\n<p>\n\tSh\u00ebrbimi i Trupit Koordinues, pas skadimit t\u00eb afatit p\u00ebr ankesa dhe pas zgjidhjes s\u00eb ankesave t\u00eb paraqitura, do t&#39;i ftoj\u00eb aplikant\u00ebt e p\u00ebrzgjedhur, me furnitor\u00ebt e zgjedhur, t\u00eb n\u00ebnshkruajn\u00eb kontratat mbi shfryt\u00ebzimin e mjeteve t\u00eb pakthyeshme.<\/p>\n<p>\n\tSubjektet afariste t\u00eb cilave jan\u00eb miratuar fondet (p\u00ebrdoruesit e fondeve) dhe nuk kan\u00eb n\u00ebnshkruar kontrat\u00eb me Sh\u00ebrbimin e Trupit Koordinues, do t\u00eb konsiderohet se kan\u00eb hequr dor\u00eb nga fondet e alokuara.<\/p>\n<p>\n\tN\u00eb k\u00ebt\u00eb rast, Sh\u00ebrbimi i Trupit Koordinues do t\u00eb ftoj\u00eb subjektin e par\u00eb ekonomik vijues n\u00eb rang list\u00eb p\u00ebr t\u00eb n\u00ebnshkruar kontrat\u00ebn.<\/p>\n<p>\n\tSh\u00ebrbimi i Trupit Koordinues do t\u00eb n\u00ebnshkruaj\u00eb nj\u00eb kontrat\u00eb tre-pal\u00ebshe, me p\u00ebrdoruesit e fondeve dhe furnitor\u00ebve gjegj\u00ebsisht furznizuesit t\u00eb cil\u00ebt i kan\u00eb zgjedhur.<\/p>\n<p>\n\tData e lidhjes s\u00eb kontrat\u00ebs konsiderohet t\u00eb jet\u00eb data kur kontrata n\u00ebnshkruhet nga nj\u00eb person i autorizuar i Sh\u00ebrbimit t\u00eb Trupit Koordinues dhe kur \u00ebsht\u00eb protokoluar n\u00eb Sh\u00ebrbimin e Trupit Koordinues.<\/p>\n<p>\n\tAktiviteti p\u00ebr t\u00eb cilin jan\u00eb aprovuar fondet, si dhe t\u00eb gjitha pagesat n\u00eb lidhje me zbatimin e tij, duhet t\u00eb fillojn\u00eb pas n\u00ebnshkrimit t\u00eb kontrat\u00ebs dhe t\u00eb p\u00ebrfundojn\u00eb brenda gjasht\u00eb muajve nga dita e lidhjes s\u00eb kontrat\u00ebs.<\/p>\n<p>\n\tT\u00eb drejtat, detyrimet dhe p\u00ebrgjegj\u00ebsit\u00eb e nd\u00ebrsjella n\u00eb lidhje me p\u00ebrdorimin e granteve rregullohen me nj\u00eb kontrat\u00eb t\u00eb lidhur nga Sh\u00ebrbimi i Trupit Koordinues, p\u00ebrdoruesi i fondeve dhe furnizuesi gjegj\u00ebsisht furnitori i pajisjeve. Kontrata p\u00ebrmban n\u00eb ve\u00e7anti shum\u00ebn e caktuar p\u00ebr p\u00ebrfituesin, q\u00ebllimet p\u00ebr t\u00eb cilat jan\u00eb alokuar fondet, m\u00ebnyr\u00ebn e transferimit t\u00eb grantit dhe detyrimin e p\u00ebrfituesit p\u00ebr kthimin e buxhetit n\u00eb p\u00ebrputhje me kontrat\u00ebn, detyrimin e furnizuesit p\u00ebr t\u00eb dor\u00ebzuar pajisjet sipas profaktuar\u00ebs s\u00eb l\u00ebshuar, si dhe detyrimin e p\u00ebrdoruesit dhe furnizuesit ose furnitorit p\u00ebr t\u00eb kryer t\u00eb gjitha aktivitetet brenda gjasht\u00eb muajve nga data e lidhjes s\u00eb kontrat\u00ebs.<\/p>\n<p>\n\tMe rastin e n\u00ebnshkrimit t\u00eb kontrat\u00ebs me Sh\u00ebrbimin e Trupit Koordinues, p\u00ebrdoruesi i fondeve dhe furnizuesi i pajisjeve jan\u00eb t\u00eb detyruar t\u00eb bashkangjisin: kambialin dhe kambialin e autorizuar dhe nj\u00eb k\u00ebrkes\u00eb p\u00ebr evidentimin e kambialit, si dhe nj\u00eb garanci bankare t\u00eb l\u00ebshuar n\u00eb m\u00ebnyr\u00eb t\u00eb rregullt n\u00eb dobi t\u00eb Sh\u00ebrbimit Trupit Koordinues (n\u00ebse furnizuesi \u00ebsht\u00eb nj\u00eb person juridik i huaj).<\/p>\n<p>\n\tMe rastin e n\u00ebnshkrimit t\u00eb kontrat\u00ebs, furnizuesi, p\u00ebrkat\u00ebsisht furnitori, \u00ebsht\u00eb i detyruar t\u00eb paraqes\u00eb v\u00ebrtetimin origjinal t\u00eb Agjencis\u00eb p\u00ebr Regjistra Ekonomik p\u00ebr subjektet ekonomike vendase, p\u00ebrkat\u00ebsisht nj\u00eb organ tjet\u00ebr kompetent p\u00ebr subjektet e huaja ekonomike, se ndaj tyre nuk jan\u00eb inicuar procedurat e likuidimit ose t\u00eb falimentimit. V\u00ebrtetitimi duhet t\u00eb l\u00ebshohet pas shpalljes s\u00eb konkursit.<\/p>\n<p>\n\tP\u00ebrfituesi i mjeteve gjithashtu \u00ebsht\u00eb i detyruar t\u00eb paraqes\u00eb nj\u00eb k\u00ebrkes\u00eb p\u00ebr pagesa t\u00eb fondeve n\u00eb Sh\u00ebrbimet e Trupit Koordinues.<\/p>\n<p>\n\tDokumentacioni q\u00eb p\u00ebrfituesi do t\u00eb paraqes\u00eb pas implementimit t\u00eb projekteve \/ aktiviteteve gjithashtu p\u00ebrcaktohet me kontrat\u00eb.<\/p>\n<p>\n\t\u00a0<\/p>\n<p>\n\t<strong>1.12. Monitorimi i realizimit t\u00eb projekteve<\/strong><\/p>\n<p>\n\tN\u00eb afat jo m\u00eb von\u00eb se dy muaj pas skadimit t\u00eb afatit p\u00ebr p\u00ebrmbushjen e detyrimeve kontraktore, Komisioni p\u00ebr kontrollin e zbatimit t\u00eb projektit, i formuar me vendim t\u00eb u.d t\u00eb Sh\u00ebrbimit t\u00eb Trupit Koordinues, do t\u00eb kontrolloj\u00eb t\u00eb gjitha aktivitetet e projektit.<\/p>\n<p>\n\tMe at\u00eb rast, p\u00ebrdoruesi i fondeve \u00ebsht\u00eb i detyruar t&#39;i paraqes\u00eb t\u00eb gjith\u00eb dokumentet para an\u00ebtar\u00ebve t\u00eb Komisionit p\u00ebr kontrollin e zbatimit t\u00eb projektit, si vijon:<\/p>\n<ol>\n<li>\n<p>\n\t\t\tlist\u00ebn e regjistrimit t\u00eb mjeteve themelore m\u00eb dat\u00eb 31 dhjetor v.2020;<\/p>\n<\/li>\n<li>\n<p>\n\t\t\tllogarin\u00eb origjinale me flet\u00eb ngarkes\u00ebn, \u00a0d\u00ebshmin\u00eb mbi pages\u00ebn e realizuar (\u00e7ertifikat\u00ebn mbi qarkullim sipas llogaris\u00eb) kontratat dhe dokumente t\u00eb tjera p\u00ebrkat\u00ebse;<\/p>\n<\/li>\n<li>\n<p>\n\t\t\torigjinali i formular\u00ebve MA, kontratat e pun\u00ebs, me q\u00ebllim p\u00ebrcaktimin e arritjes s\u00eb objektivave t\u00eb programit n\u00eb lidhje me pun\u00ebsimin e ri, pra krijimin e vendeve t\u00eb reja t\u00eb pun\u00ebs.<\/p>\n<\/li>\n<\/ol>\n<p>\n\tN\u00ebse n\u00eb procedur\u00ebn e kontrollit dyshohet se ka ndonj\u00eb parregullsi n\u00eb lidhje me blerjen e pajisjeve dhe aktiviteteve t\u00eb tjera t\u00eb projektit, Komisioni p\u00ebr kontrollin e zbatimit t\u00eb projektit do t\u00eb informoj\u00eb Administrat\u00ebn Tatimore, Ministrin\u00eb p\u00ebr Pun\u00eb t\u00eb Brendshme dhe autoritete t\u00eb tjera kompetente.<\/p>\n<p>\n\tP\u00ebr t\u00eb v\u00ebrtetuar parregullsit\u00eb n\u00eb lidhje me prokurimin dhe vler\u00ebn e pajisjeve, Sh\u00ebrbimi i Trupit Koordinues gjithashtu mund t\u00eb pun\u00ebsoj\u00eb ekspert\u00eb gjyq\u00ebsor. N\u00ebse v\u00ebrtetohet se ka pasur abuzim, kostot e ekspertiz\u00ebs do t\u00eb bien n\u00eb barr\u00eb t\u00eb subjektit afarist, t\u00eb cilit i`u jan\u00eb alokuar fondet. N\u00eb at\u00eb rast, subjekti ekonomik \u00ebsht\u00eb i detyruar t&#39;i kthej\u00eb fondet e marra Sh\u00ebrbimit t\u00eb Trupit Koordinues.<\/p>\n<p>\n\tP\u00ebrfituesi \u00ebsht\u00eb i detyruar q\u00eb t`i mund\u00ebsoj\u00eb Sh\u00ebrbimit t\u00eb Trupit Koordinues dhe Komisionit\u00a0 p\u00ebr kontrollim t\u00eb ndihm\u00ebs shtet\u00ebrore, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb monitoroj\u00eb p\u00ebrdorimin e fondeve, t\u00eb mbik\u00ebqyr\u00eb zbatimin e veprimtarive inovative n\u00eb \u00e7do faz\u00eb, duke kontrolluar zbatimin e projektit dhe shqyrtimi n\u00eb dokumentacionin financiar n\u00eb \u00e7do koh\u00eb.<\/p>\n<p>\n\tP\u00ebrdoruesi i fondeve \u00ebsht\u00eb gjithmon\u00eb i detyruar q\u00eb t\u00eb vendos n\u00eb shqyrtim dokumentet e afarizimit dhe t\u00eb mund\u00ebsoj\u00eb kontrollin dhe monitorimin e zbatimit t\u00eb kontrat\u00ebs tek p\u00ebrfaq\u00ebsuesit e qeverive lokale t\u00eb Preshev\u00ebs, Bujanocit dhe Medvegj\u00ebs, dhe me k\u00ebrkes\u00eb t\u00eb Sh\u00ebrbimit t\u00eb Trupit Koordinues ato t`ia d\u00ebrgoj\u00eb komunave kur tregohet nevoja.<\/p>\n<p>\n\t\u00a0<\/p>\n<p>\n\t<strong>V.
