The program of support to raising the innovative capacities of local self-governmental units in the territory of the Republic of Serbia is carried out by the Office of the Minister without a Portfolio, which is in charge of innovation and technological development, while the funds for the implementation of the Program are in the total amount of 209,475,000.00 dinars.

The funds in the maximum amount of 40,000,000.00 dinars, upon the approval of the project,   have been set for the implementation of the projects by which new technologies and models within the concept of "smart and safe cities" will be used, which will make the life of inhabitants in the cities and municipalities in the Republic of Serbia safer, simpler and cheaper, and the cities and municipalities  inclusive, efficient and sustainable.   

The overall objective of the Program is to systematically improve the innovative capacities of cities and municipalities through a comprehensive approach to the digital transformation of public services, businesses and society that should enable a sustainable and more efficient use of resources, responsible attitude towards the environment and an increase in the quality of life of all citizens.

Eligible to use grants is a local self-governmental unit that:

1) Meets the requirements prescribed by this program,

2) Submits an elaborate that envisages the implementation of a project that contributes to meeting the objectives specified by the Program.

The local self-governmental unit can submit one application for a public competition.  The application for the competition cannot be jointly submitted by several local self-governmental units.

The funds intended to support the raising of innovative capacities of local self-governmental units in the territory of the Republic of Serbia are used to implement projects that use new technologies and models within the concept of "smart and safe cities" in the area of:

1) Security and Safety  

2) Mobility and Transportation  

3) Public and Utility Services  

4) Digitalization in the Public Sector  

5) The Internet and Information-Communication Infrastructure 

6) Environmental Protection

The deadline for submitting applications is from the date of publication of the competition until the expenditure of funds set by the Program.
