The program called “Platform for Responsible Public Financial Management” is funded by the Government of Sweden and implemented by the UNDP, in partnership with the Ministry of Finance, the National Audit Institution, the Public Procurement Office and the SCTM.
The program called “Platform for Responsible Public Financial Management” is funded by the Government of Sweden and implemented by the UNDP, in partnership with the Ministry of Finance, the National Audit Institution, the Public Procurement Office and the SCTM. The project "Improving the Transparency of Public Finance Management of Local Self-Governments" is implemented as part of the aforementioned program, which aims to improve the transparency of public finance management at the local level by promoting good practice through introducing budget portals for monitoring the preparation and execution of the budget. The budget portal is a specific instrument – an information system for electronic reporting on local budgets and financial operations, designed and initially implemented by having been tested in ten pilot local self-governments that were the beneficiaries of the previous phase of support in the period from 2016 to 2018. Twenty local governments will be supported through this call.
Support is provided for establishing a budget portal through the provision of technical assistance:
- Initial analysis of the system for budget preparation and execution in beneficiary local self-governments,
- Customizing the budget portal software solution with the procurement and delivery of supporting computer equipment and software installation,
- Training for users and administrators of the budget portal and support for the initial use and maintenance of the system, as well as preparation of individual reviews on general financial management in beneficiary local self-governments and on the contribution of the budget portal.
The support implementation period is from December 2019 to September 2021.
All local self-governments (cities, municipalities and city municipalities) can apply, with the exception of the ten local self-governments that received support in the previous period.
