The recently published publication issued by the SCTM entitled "Handbook for establishing Partnerships between Cities and Municipalities of the Republic of Serbia with Cities and Municipalities of other Countries" is a product of activities within the program "Support to Local Self-Governments in Serbia on the Road to the EU – Phase II", which is funded by the Government of Sweden and implemented by the Standing Conference of Towns and Municipalities (SCTM), in cooperation with the Association of Local Authorities and Regions of Sweden (SALAR). This is another in a series of practical tools available to employees in local self-governments in Serbia.

The handbook makes it possible for readers to get acquainted with the roots of cooperation between cities and municipalities, both bilateral and multilateral, and provides an overview of possible forms of cooperation at the moment and describes the procedure of establishing cooperation in practice, including the legal framework for cooperation procedure in the Republic of Serbia.

The handbook was designed to be a tool to decision – makers and employees in cities and municipalities for an easier selection and development of the forms and methods of cooperation from a variety of forms of cooperation at the international level between local levels of government, as well as to reconcile such forms with the valid regulations of the Republic of Serbia. The French Embassy in Belgrade and the Swedish Center for Local Democracy also contributed to the development of the handbook.
