The Standing Conference of Towns and Municipalities (SCTM) published a Guide to the Implementation of the Code of Ethics for Local Self-Government Officials.
The SCTM drafted the Code of Ethics for Local Self-Government Officials, which was adopted at its 47th Assembly in 2019, whereby the highest representatives of local self-governments in the Republic of Serbia established ethical standards that all local officials should adhere to.
The Code of Ethics for Local Self-Government Officials consists of 12 principles that should guide all persons elected and appointed to a municipal or city body, public enterprise, institution and other legal entity whose founder or member is a local self-government:
- Rule of law and legality
- Responsibility
- Openness, accessibility and transparency
- Civic participation
- Respect for electoral will and trust
- Role model
- Professionalism
- Fairness, objectivity and impartiality
- Conscientious and domesticated management
- Personal integrity
- Equality and non-discrimination
- Respect and courtesy.
In order to facilitate local officials' consistent adherence to the principles of the Code of Ethics, the SCTM developed a Guide for the Implementation of the Code of Ethics for Local Self-Government Officials, in which 12 principles were further clarified and placed in the context of the performance of duties of local self-government officials. The Guide for the Implementation of the Code of Ethics for Local Self-Government Officials should serve as a guide for both the officials who undertake to adhere to the Code of Ethics, and for the citizens to whom officials are responsible.
The development and printing of the Guide was supported by the OSCE Mission to Serbia and the Government of Switzerland.
